pubkey import dialog shows empty on Nexus 10 #622

What steps will reproduce the problem?
1.Bring up the import pubkey dialog.
2. It shows 'sdcard' but doesn't show any files
3. There is no option to navigate

What is the expected output? What do you see instead?
I used to be able to select a public key.  I was able to do this on a Nexus 7. 
The current release version off of Google play now no longer has a functional 
selection dialog on the Nexus 7 either

What version of the product are you using (you can see this by using Menu
-> About in the Host List)?
Current version on from Google play (I think 1.7.1)
I have tried using a number of other versions.  Current git snapshots - 
including the tablet versions - and a number of old version but I can't seem to 
find one that will allow a working file selection dialog for importing pubkeys 
on the Nexus 10.

What type of system are you trying to connect to?
I need pubkey auth to connect to a particular system.  Because I can't import a 
pubkey I can't connect - or even really try to connect.

If you are able to connect, what is the output of "echo $TERM", "uname -a",
and any other relevant information on the host?
