Having discussed briefly in the Tinkerbell community meeting, this PR reduces the bar for promotion to higher levels of responsibility within the project.
The change is motivated by the fact Tinkerbell is still relatively new with a small community. We're actively seeking a diverse set of contributors and wish to minimize, given the early state of the project, friction for becoming a core contributor. This is in contrast to a project like Kubernetes that is significantly larger and more complex so higher barriers to entry make sense.
The proposed changes aim to make the following holistic changes:
reduce the time it takes to gain membership from 3 to 1 month.
allow contributors that are clearly providing constructive reviews to jump straight to reviewer status as opposed to having to jump through the membership hurdle (compliments the first bullet).
better describe the types of contributions and expectations in Reviewer vs Approver. Namely, Approvers must have a shallow understanding of the domain (this also compliments elevation to Maintainer which requires a deep understanding of the domain).
Note the change essentially levels Member and Reviewer with the additional expectation that a Reviewer is providing feedback on PRs as opposed to only raising issues or participating in discussions which are be avenues to gain Member status.
