GOVERNANCE: Update role file name #22

Description

The governance doc was mentioning an OWNERS file as the source of truth for repo roles, but this file does not exist. We use the .github/settings.yml file for this. This PR updates the file name and some wording around it to be accurate.

Why is this needed

Accuracy in governance.
