Create operator image repository on quay.io/tinkerbell #28

Summary

We recently introduced a developmental operator at https://github.com/tinkerbell/operator. We want a quay.io repository to push images to for scanning etc (the same as all our other services).

Please ensure the secrets are made available to the project and communicate how to interact with it here.
