deprovision: do not fail deprov if packet-hw inventory fails #252

Allow the packet-hardware inventory command to fail open, and log a warning message instead of failing the deprov. This allows us to remove code which excludes running it based on plan type, which is something we're in the process of deprecating.

If you can resolve the conflicts (rebase) I'd say we can merge this.
