Update README to better define project goals #49

This PR proposes a narrow project scope to give us definitive direction and the ability to make better decisions on feature requests. To be transparent, the intent is to ensure we aren't getting carried away with things Rufio could do and remain focused on what it should do.

In conjunction with this PR, I suspect we would decline #11 and #19.
