Configure order in which to use multiple upload destinations #803

Currently I cannot specify in which order to try different upload destinations.

> What goal would this enhancement help you achieve?

As a result I would be able to configure as follow: to upload images mainly to 
tinypic, but to try imageshack if tinypic fails. Currently I cannot do it. It 
just orders the way it is ordered in the dropdown menu with checkboxes.
