Weird black block when using global-display-line-numbers-mode #102

Hi, I encountered a problem when using base16 themes. When I enabled global-display-line-numbers-mode and move the cursor to the end of the file, on the left side of the frame where the line numbers displayed, there will be a black block down to the end of the frame. When using dark themes, there will be a grey block. Screen Shot 2019-09-12 at 23.40.46.png Is this a conflict or I just didn't do the right setting?

Sorry for the delay! Was this in a terminal? This looks like a misconfiguration between base16-shell and this emacs package.

I'm going to close this for now, but feel free to comment with more information and I'll try to help get this resolved.
