Added highlight-indentation minor mode. #59

Very useful vertical rulers provided by highlight-indentation minor mode, especially for modes where indent is very important e.g. YAML. Unfortunately those are not configured by base16 theme yet.

I took a quick look and (at least for me) the cyan seems to stand out too much. Have you played with the alternate foreground and backgrounds (base00-base07) rather than one of the highlight colors?

You are very right @belak I just looked at one case (the theme I've been using is base16-circus) where this color looked OK. I have now go over 01-0C and decided to keep it on 01. I will add another PR so it will contain one changed commit.
