Add support for the circe irc mode

I've done my best to match the colours used in the other IRC modes to help maintain consistency. I've also done a quick check through a variety of themes to make sure that there's nothing outlandish about the colours chosen.

After much delay, I can finally provide you with a proper screenshot. I used the base16-default-dark theme to try and make this as neutral as possible (my own theme is a bit of an acquired taste). Important bits to not are:

The server messages are displayed at a reduced intensity (the grey text in the bottom two windows)

The user's nick is always prominent (rprospero in the bottom right window)

The user's messages are also distinguished (LIST * -min 1500 in the top left window)

Other usernames are highlighted (the purple text in most windows)

I've also included a bit of my init file in the upper right hand corged to show how circe blends in with the rest of the environment.
