document how projects move their repos to group ownership

I've been quite involved in the sous-chefs org, so I know the benefit of community orgs. I'd like to move over

• https://github.com/josephholsten/base16-mutt
• https://github.com/josephholsten/obsidian-base16 (which needs a complete rework)

It would be useful to know:

• what state may a project be in before being adopted
• what obligations should then maintainer agree to before moving over the repo
• any other concerns

This is something we've had in mind for a whole but haven't made an official decision.

It's also tracked in https://github.com/tinted-theming/home/issues/1, so maybe it would make sense to move this to a comment over there instead.
