Ensure base16-* hooks are installed to $XDG_CONFIG_HOME/tinted-theming/base16-*; or ~/.config/tinted-theming/base16-* if $XDG_CONFIG_HOME is not set.
Hook: check for tmux config files and plugins in $XDG_CONFIG_HOME/tmux; or ~/.tmux if $XDG_CONFIG_HOME is not set.

I've been using this branch locally since I created the PR and it works well, so I'll merge now since there hasn't been any comments.
