I'm trying to figure out how a Balancer smartpool is deployed and I can see that the first txn is a call createLiquidityBootstrapPool and the only results on Github is in your santuary repo.

I'm trying to figure out what that is, do you have any idea?

We are basically "just" dumping verified smart contracts from etherscan in this repository to make them available to anyone (especially research groups and tool developers). Unfortunately, I can not answer questions related to contracts found in this repository but I suggest you reach out to the folks at balancer (and/or their discord/chat) with a little more context.
