Continuation of dependency removal. This time focused specifically on Microsoft.Language.Xml. It is only used in SemanticModel.Xml and Engine projects, other projects don't need it

@tintoy I have permissions now to merge into master without your explicit approval. Can I use this power to merge such low-risk tiny PRs without disturbing you then (I'll still make sure CI always passes)?
