ci_clean on merge does not work in GitLab #22

On merge the CI_MERGE_REQUEST_IID variable we use to create the environment is not available, so the environment is not found:

$ tb \ # collapsed multi-line command
Error: 
** Environment tmp_ci_cli_telemetry_ not found. use 'tb env ls' to list your Environments, make sure you are authenticated using the right workspace token
