Keyboard only users need to know how to access the contextual toolbars (like the fly-out option menus). I gave an "accessibility challenge" to students skilled in keyboard only testing and none of them could figure out how to edit the alt-text for an image they inserted using only the keyboard. They even checked the keyboard shortcuts and accessibility pages.

Describe what the Ctrl+F9 does and give an example of when it is needed in the How to use the editor section of the accessibility page.
Looking though these issues today. Just so you are aware, the help plugin provides info on keyboard shortcut and editor navigation. However, I'll do what I can to get the docs fixed up.
