Cannot Tab out of RCE after click on text in Safari

After clicking on text in the RCE in Safari, the user is unable to use Tab or Shift+Tab to move focus out of the RCE.

Steps to reproduce:

Use the tinyMCE fiddle at http://fiddle.tinymce.com/xXgaab
enter some text into the RCE
click in the text (or highlight text)
Pressing Tab (or Shift+Tab) does nothing

Expected Behavior:

Pressing Tab moves focus to the next focusable element on the page
Pressing Shift+Tab moves focus to the previous focusable element on the page

Originally observed in version 4.9.5, but confirmed using tinymce5-cloud-stable. Observed in Safari 12 and 13.0.3. Could not reproduce in Chrome.

I can confirm this issue on Safari 13 as well. Tabbing into the editor will allow you to tab out of it. But using the mouse to "enter" the editor, it won't allow tabbing out of it.

Tabbing out of the editor works fine on Chrome and Firefox, both on Mac.
