Some thoughts on this:

External logins are simply a mapping from the external provider and the user ID from that provider mapped onto a local user. E.g., this is how matrix stores the mapping: https://github.com/matrix-org/synapse/blob/be65a8ec0195955c15fdb179c9158b187638e39a/synapse/storage/schema/main/delta/56/user_external_ids.sql#L19
Users should be able to link external accounts to existing logins (e.g., existing TIRA accounts or accounts created using other Auth Providers)
