Align JOSE HPKE to COSE HPKE #26

This pull request removes the use of epk in favor of a header parameter ek which aligns with how COSE HPKE handles things.

This change eliminated potential issues where epk validation fails, but otherwise does not impact security since ek can be present anywhere epk was present previously.

I have abandoned this pull request, because it was not merge prior to adoption, and we will need to do the feedback from the adoption call in the JOSE WG repo, with proper tooling setup.
