Added note on lossy network problems for protocols #45

Added a note to highlight that increased PQC key and signature sizes cause an increase in network packets during the key exchange and in lossy networks this can cause increased latencies during the key exchange.

What is the best way to add it to the markdown? As an embedded markdown link or to add it to the informative section in the front matter?

Add it as a informative section like we did with other NIST references in the front matter.

Also, can we add a line mentioning the section/s or subsection/s in the document where this is mentioned, the document itself is long so might be relevant to pinpoint.
