Fix for detecting new install #10

The detection of a new install was for a non-existing file in the upstream code base. The auto update would therefore never work.

There is also an issue with the variable useS3 being unquoted in the config file.

I know see that useS3 should have a default value of false instead of "" So that part of the pull request should be ignored.
