feat: allow to customize OpenAI API URL #46

有些小伙伴可能没有设置全局的梯子，所以访问 OpenAI 官方的 API 可能会慢，所以加上这个功能方便已经假设自己 Proxy Server 的同学免科学访问 OpenAI 的 API。
