Neptulon protocol #32

Create a separate repo or subfolder for neptulon protocol which is basically a header + JSON RPC (like) protocol for bi-directional full-duplex communication over TLS.

After a while, this now sounds like an extra complication as we're just adding framing to JSON RPC. Separating it into a subfolder like /protocolmight be useful but giving it a new name or publishing as a separate package seems like overdoing it.

Neptulon is now published. Special routing requirements per protocol made this essential so it was done.
