Changing NTSC/PAL #286

What steps will reproduce the problem?
1.Load any rom
2.Change video mode from NTSC to PAL
3.The game still runs at the same speed. You need to reload the rom (reset 
doesn't solve the problem) to play in PAL mode.

What is the expected output? What do you see instead?
The game should slow down when played on PAL video mode.

Does this issue occur on FCE Ultra for Windows?
I don't know. 

What version are you using? On GameCube or Wii?
Wii version 3.1.7

Are you using the official build (from the downloads page or auto-update)?
First I auto-updated, then downloaded the .dol from this website.

Please provide any additional information below.
In previous versions you don't need to reload the rom for the video modes to 
work. It's an assue that only happens in 3.1.7.

Got the same issue. 
It's also concerning the self detecting PAL/NTSC function.

Ah, yes that's what it is. Change the game timing, not the video mode.

Sorry, it's "Timing" the option that works wrong. I didn't remember the name 
and confused the names.
