FDS sound channel audio issues #289

What steps will reproduce the problem?
1. Using disksys.rom (based on Sharp's Twin Famicom BIOS, if that changes 
anything)
2. Playing Doki Doki Panic ROM
3. Pick up plant, toss & hit enemies, anything that creates a FDS sound channel 
SFX.

What is the expected output? What do you see instead?

Fix the garbled/offpitched sound channel output to better match the PC emulator.

Does this issue occur on FCE Ultra for Windows?

No to my knowledge. Sound channel output seems to work fine for most 
NES/Famicom emus.

What version are you using? On GameCube or Wii?

Wii

Are you using the official build (from the downloads page or auto-update)?

Yes.

Please provide any additional information below.

The disksys.rom I'm using is from Sharp's Twin Famicom BIOS.

It's not garbled/offpitch at all for me. I also tested on Windows, sounds the 
same on Wii. Is your timing set wrong or something? Ask for help on a forum, 
not here.
