Created setup.py for it to be able to install using pip #28

setup.py

requirements added using requirements.py and readme
allennlp version specified, because some word tokenizer using to create predictors is not available in allennlp 1.0.0 (latest version)

readme

added how to install this package

.gitignore

added .vscode to remove the files created by vscode in course of my development

discourse/predictors/discourse_crf_predictor.py

added a way to download "en_core_web_sm", in case it is not present in someone's virtual env ( was giving me error when fresh installing this package)
