Update README, place holder for JOSS submission #70

Hi @daniel-acuna @tcyb @kjhenner, I'm planning to submit the library to JOSS. I will put together a submission with @daniel-acuna and might ask you guys to edit before the submission. Let me know if this sounds good for you guys!

@daniel-acuna I submitted to https://whedon.theoj.org/ (https://github.com/titipata/pubmed_parser, joss) and it looks great. I think we can submit after the edits from Konrad and Ted.
