Hostile selection with CUP is messed up

Observed the following:

• Spawning hostiles with no weapons
• Spawning hostiles that were placed in a civilian group
• All hostile infantry have role "Rifleman"

All these hostiles actually DO have the role Rifleman. That might screw with the cost calculations a bit, but not sure what we can do about it...
