[windows packages] esteid-browser-plugin should be included in the list of PreApproved controls

When Using Internet Explorer for the first time in Windows, a notification bar 
appears and the control is not loaded. The user must manually click on the bar 
to allow the control to run. This is annoying.

The installer should add these two keys to the registry

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Ext\PreApproved\{29
ce3405-f2fd-5402-a971-cb7b9fc0abac}
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Ext\PreApproved\{FC
5B7BD2-584A-4153-92D7-4C5840E4BC28}
