How do I install this mod? Where do I put it, do I put it in the mods folder like everything else? I am confused.

I think you did the wrong thing, instead of downloading the code you have to go to "releases" and download the jar (like any other mod) here : https://github.com/tizu69/ntl-redone/releases (so, yes you have to put the jar in the mods folder)
