How do you change bitrate for audio files #16

What steps will reproduce the problem?
1.Putting in options to change bitrate or explaing how
2.
3.

What is the expected output? What do you see instead?
All I want is to be able to change the bitrate within the gui

What version of the product are you using? On what operating system?
I am using 2.0.3 the featured deb on ubuntu 10.10 linux

Please provide any additional information below.
