Allow staff website requests and website requests for other purposes #5

Currently, the request process works by having a student submit the request, having a staff member approve the request, and then having an administrator handle the request.

This should be changed so that staff members can submit requests, which administrators can then process. Students should also be able to submit website requests for other purposes, which can be manually reviewed by administrators.

Project websites are now implemented, and can be created by both staff members and ordinary students without manual intervention.
