add default last attribute #167

In several configuration I found that I use the last="true" on most of the 
rules. It would be nice if the urlrewrite element had a default-last attribute 
that can be set once and inherited by all rules, to make the configuration nice 
and clean. Any rule can of course override this as it does now.
