Update the readme for a first release:

  1. background + motivation
  2. installation
  3. quick guide to a first poll in the CLI (CSV-simple)
  4. quick guide to a poll with microsoft forms
  5. explanation of the supported formats
  6. how to publish a poll with rcvis
  7. accepted contributions: real polls + bug reports
