As I would like to use jpegoptim under Windows, and as I'm also a cygwin user, I could make a package for it.
I know there is a windows port , but it is only for x64, and I believe it would still make sense to provide a cygwin package, as it provides a nice package manager and POSIX environment.
I'm just creating this issue as reference, in case you have some suggestion, or if there are some questions.
