ref_diffuse_scatter corrected; it now
1. takes a unified atomic covariance V tensor
2. returns bragg and diffuse components
tests of _cppscatter.cpp_scatter_diffuse now assume that I_bragg and I_diffuse are returned (and in that order), and check both outputs against reference implementation.
