"Publius" was the name used by Alexander Hamilton (and others) in publishing the Federalist Papers.

Could the "numbers" be reference to musical numbers?

Solely based on Google "Publius Enigma" is a Pink Floyd puzzle set up around their album The Division Bell. Pink Floyd have a track, not from that album, but from the soundtrack to the film Zabriskie Point "Come in Number 51 (Your Time is Up)". So the question could relate to numbers from Pink Floyd tracks or similar...
