Added new config file. Made other changes so code runs after initial clone. #9

Added .gitignore file. Also added GIS folder including a counties shapefile from AWIPS.

Other additions include a configtemplate.py file which should be copied to configlocal.py and edited for a user's local environment.

Finally, changes to pyart_plot.py to: resolve #3 resolve #7 resolve #8

Additional changes to pyart_plot.py will allow the code to run after initial 'git clone' but with somewhat reduced functionality until some other issues are addressed.
