Description:

Ensure the check_dev.sh script is fully functional and checks tool versions.
Verify pre-commit hooks are set up and functional.
Add any missing issue templates, tests, or configuration.

[ ] Finalize check_dev.sh for checking Rust, Python 3.12, Git, and ShellCheck.
[ ] Test check_dev.sh script.
