A single-page proposal needs to be created to give to the people we're proposing our project. We need to figure out who our audience is and have one draft for tech people and one for people running the budget.

[x] Find out who the audience is (who are we proposing this to)
[x] Make two drafts, one for IT sided and one for budget sided
[x] Have someone review drafts
[x] Give proposals to applicable parties

Audiences would be Christian Konczal, Champlain's Director of eSports, and Chris North, Head of Central IT. Christian is in charge of budgeting and wants the project to be done, so a proposal is unneeded for him.
