Investigate "race finished" CU command #72

According to slotbaer, command 7/1 is sent by the lap counter (30355) when a car has finished the race. Apparently, the Race App also sends this. Need to investigate how this interacts with other hardware/settings (car mask, etc.).

After some experimentation, the only effect AFAICS is that with the position tower, the driver number starts blinking when this command is sent. Laps seem to be counted as usual, and even the position may change on the lap tower, so this is no replacement for setting the active driver mask.
