package version mismatch

What steps will reproduce the problem?

config.h.in

v3.8.0

package version is still defined to 3.7.0 should be 3.8.0

#define PACKAGE_STRING "stringencoders v3.7.0"

/* Define to the one symbol short name of this package. */
#define PACKAGE_TARNAME "stringencoders"

/* Define to the version of this package. */
#define PACKAGE_VERSION "v3.7.0"

/* Define to 1 if you have the ANSI C header files. */

#define VERSION "v3.7.0"

looks like I made that build "out of order"
New release up shortly to version 3.9.0
Untarred & reconfigured to verify fix.
