Added Cebuano Philippine language #15

Cebuano is also known as Bisaya, Boholano and has closely related dialects and is spoken by 20 million+ people as a first language and many more as a trading language. Might only be a few matching Tatoeba sentences. I am not an expert, I just watched the code for 10 minutes but it doesn't look like it's enough to add a new language pair
