Updated enums values to be UPPER_CASE #13

Changed files to Windows Line endings
Updated enums values to be UPPER_CASE to match PEP8 style guide
Renamed CtypesEnum to BaseEnum so that the public API does not expose ctypes
Fixed up enum value names that began with numbers
