This is not a project plugin

WorkTime appears in a project where it is enabled, but the reports generated 
are not in any way related to the project, but rather global.

The WorkTime should then be accessed through the top menu rather than the 
project menu.

(Being there, I guess many would like a setting about who should have 
permissions to view others times, but that's another issue...)

That's right certainly. 

However, the man-hour control should be necessary for us only in a specific 
team and we have to understand the man-hour of all projects to which each 
person is related. 

And, there are two or more team for which the man-hour control is necessary, 
and the members are overlapped. 

It would be greatly appreciated when it is possible to propose it if there is a 
concrete smarter method of meeting this requirement.
