RuntimeError in Work timeController#index if there is a time entry without ticket id

What steps will reproduce the problem?
1. Install redmine_work_time from trunk, r227
2. Click on any issue, click on work time, leave issue id blank, fill other 
fields and press save.
3. Open time report

What is the expected output? What do you see instead?
Redmine support time entries binded only with the project, having the issue_id 
null. We use it in my company a lot, to track time of meetings and other tasks 
we don't have issues for. This plugin should handle this as well, but the 
attached stacktrace is given is this cases.

Thanks for the quick fix, kusu!

I've downloaded the source from svn, would be easier for me to run a 'svn 
update'. This fix will be merged to svn? If it won't, let me know and I will 
checkout from hq.
