Make minor changes to the data element header styling #222

As discussed in a previous meeting, the subtitles on the cards are a bit large and could use more emphasis. We can modify the styling a bit to improve their visual appearance.

TEST PLAN:

Click on the MORE button to open detailed view of the LTI tool
Verify the subtitles (Description, Privacy Agreement, Placements, Support Resources) are of bold header font, which stands out from the content texts

Tested on https://canvas-test.it.umich.edu/courses/587202/ Clicked the More link on several cards and verified that subtitles are displaying as bold header font in the detailed view of the card
