Add tool name to card #229

While adding more tools, we found it is difficult in practice to find unique logos with good text for each tool. Thus, we've determined that we should add the tool's name to the card to help with clarity. This should probably be an h3.

TEST PLAN:

Verify the LTI tool name is displayed underneath the tool logo image
The name text should be in bold font (h3) and left aligned.
