extending course rename to teachers and designers #132

@melindakraft comments "the same people who can manage the course sections should be allowed to rename the course" But with scoped token approach teacher and designer are not given this privilege but we can make this happen with elevated token approach. But this should be for 2nd phase of CCM project

currently faculty place tickets with us to change the name and its a judgement call whether the suggested name won't confuse students. Dan says this is a setting that was disabled for the site - what if we provided a couple different suggestions for them to select from?
