Support upload of 400 users for Add UM user #326

Current testing indicate that Add UM user unable to bulk upload 400 user successfully and the last tested the number of users added was about 289. We should come up with a solution that consistently add 400 user, if not come up with a suggestion what that number we will communicate the user.

The reason for errors due to Rate limiting 403 all the times

Test passes. Comment from Nargas. 2/15/2022 Confirmed working consecutively! In beta sandbox site, I created a section and confirmed 400 users were uploaded. Then in the same course created another section with another successful 400 user uploaded. I then went to another course and created a section with 400 users successfully uploaded!!!
